The Scouting movement throughout history has been primarily about one thing, Leadership.

Scouting has stood nearly alone in producing the future Leaders of our World; Leaders in Religion, in Business, in Politics, in Science and in our Communities.

No other organization can boast the accomplishments that Scouting has made since it's inception and continues to make for our future.

The "System of Q" ecompasses all the ideas and ideals of Scouting. It can be thought of as an overlay system that dovetails perfectly with all that is Scouting. The "System of Q" combines the ideas of a group of people, who for whatever reason, came to be in the same place at the same time.

The case in study is the rebuilding of a Pack on the verge of disbanding and the subsequent conception and creation of an integrated Scouting model; integrated in many ways, both old and new.

The "System of Q" is not the only system that will work in any given situation but rather one that does work and produce remarkable results in most all situations. The fruits generated from this system are also time and energy efficient.

This dissertation provides the background information required to implement the "Q-System". We encourage others to join us and to use our ideas in all or in part.
